New time belt too tight

The car listed above is the LX model with a 1.5 engine. Just changed the time belt, however it seems too tight. Is it expected with a new belt? It sounds loud?

It is 1.5 with 16 valves.

Here is the procedure to properly tension your cars timing belt. I've attached two pictures below.
