4WD turned on hard break pedal

I turned on my 4wd and drove. When going to break the pedal became hard and I had to pump to stop, like it didn't want to stop. I have new breaks. Rotors. Pads.

I should say I turned on my vtm 4 lock and brake pedal got hard

If it only does it in 4wd or traction control have a local pro scan for codes it may be an abs problem.
