So we are talking about the radiator cooling fans correct? These are electric so they are on high all the time correct? This can be because of a bad engine cylinder head temperature sensor, to help confirm the issue and can use a scanner to see what the value is when the engine is cold, it should be close to the outside temperature. If the valve is high like 150 degrees in the winter time you know the sensor is bad, here is a the location of the sensor in case you need to replace it, and I will email it to you as well.
