Why won't valves Move when you turn the engine on a 2013 BMW x5 6 cylinder?

Which valves are you referring to? The new version motors are valvetronic and use the intake valve lift to throttle the engine, so you might not see much movement.

Are all the intake valves supposed to be in the closed position when the key is off and the computer disconnected?
(still referring to the BMW x5 2013)
is there a number I can call?
