My car shakes at speeds 55+. I drive 150 miles a day on dirt roads that are in bad condition. Dug all the snow out of the tires, that helped a little but not enough. Went and got the tires balanced and the shaking was very minimal afterwards. It's been 3 weeks since then and it's back to shaking... I can feel it under my feet but not in the steering wheel. I have kind of bad rotars, is that my problem? Or maybe suspension?

If you feel it in the floor and not the steering, it's from the rear tires. Check them to make sure there isn't a shifted or broken belt in one of the tires. Also, make sure the rims are not bent. As far as the rotors, you will feel it only when you use the brakes.
