The light and wiper controls don't illuminate during night time driving.

The multi-function switch (wiper and headlight switch) has a small bulb in it. Most likely that bulb is blown or not receiving power due to a broken wire or bad connection. The switch will have to be disassembled to fix. Unless you're skilled at this, it would be best to have a shop to do it or damage to the switch could result.
