Turning the wheel no noises but when I reach 45 mph there is a rubbing sound?

When idling there is no noise. When turning the wheel no noises but when I reach 45 mph there is a rubbing sound If I go faster it stops. There is no noise hitting the brakes either. They told me I need new front brake can you help me please?
