2008 Volkswagen Beetle rest windows won't roll up

My wife rolled the rear windows down for a short trip to the store. When she returned they (both) would not roll up. When trying to anylize the problem I found that the convertible top would not roll down as well. Seems to be an electrical problem. I thought maybe a sensor but would they both go out at the same time? I checked the fuse panel inside the driver's door and the other one on top of the battery. No fuses are blown from what I can tell.

They are related. If the windows are not functioning the roof will go into emergency shut off mode. Solve the window problem and you've solved the roof. Most likely why the rear window is stuck is either the window regulator or window motor on the affected side.
