We have replaced all the timing guides, chain, and tensioner. What we are wondering is once we set the timing, we turn the engine by hand to insure that it does not lock up, however no matter how many times we turn it the timing marks never line back up. Is this normal or is the timing slipping for some reason.

Go through the timing process again to be sure that you haven't made a mistake.
Did you replace all three camshaft drive chains?
