Hatch will not open

I have taken of the back paneling, and tried doing it manually, and the hatch will not open. There are bolts holding the big peace of panel on so I cant take it all the way off to get the bolts off.

Any suggestions would be greatly appreciated.

Are you at this poibnt shown in diagram?

If yes, have you tried unlatching by tugging at the levers for releasing the latch lock?
