I have a 2008 Mazda 6 and the fluid needed to be flushed is that necessary or can I just change just drain it and put new in? I had a full inspection on my car at the Mazda dealership.

Ya if it's dark it shold be changed. Any trans shop shold be able to do that not only a dealer and they will tell you if it's clean or has stuff in it. Some minute particles shold be expected in the pan, so don't let them sell you a trans overhaul until it acts up.

Each manufacturer is different, I think they are talking about whether or not they have the filter or gasket for it. Unless they are talking about flushing equiptment and maybe the connectors to do it.
