Hard start in cold days

Dear 2carpros, the car that I drive is a Ford crown Victoria, it belong to my boss but I'm concern his mechanics don't know much about this vehicles. Anyway This vehicle do not want to start in a cold Chicago morning, but when the temperature is nice out side I have no problems starting the car engine, Some body toll me it may be the so called electronic shock. It's 18 degrees now in Chicago and I'm waiting for the tow truck. If you can help me out with some answers I will greatly appreciate it. Thank you, Cesar, the taxi driver

Does it start and die? Will it continue to run with your foot on the gas just a little? If both answers are yes, replace the IAC valve.
