I’ve replaced the starter with a remanufactured one that I did a bench test on, and it worked fine. Replaced starter relay. Checked fuses. Took battery to O'Reilly's and it was good. I have good voltage at the positive on the starter solenoid and good voltage when I turn the key at the control terminal on the solenoid. No clicking and it doesn’t even start to crank. Any ideas?

Hello,

Crank but not starting is typically due to when the engine is not getting spark or fuel. It can also be due to low to no compression.
When you turn the key to the on position, can you hear the fuel pump turn on a few seconds?

One of the ways to determine if it's a fuel delivery issue, is by spraying starting fluid into the intake, then try to start. If the engine starts and runs for a few seconds, then you will know the issue is fuel related.

Take a look at this helpful guide:

Let me know what you find or if you have any questions.
Thank you.

Has this issue happened all of a sudden or did you have intermittent no crank no start issue?
I wonder if the ignition switch is worn and not making connection when you are trying to start. That could be why it is not even clicking or making any noise.
