My horn doesn't work, my panic button and cruise does and I have replaced the clock spring, fuses are good, now what do I do?

The fact that the Cruise control works indicates the Clockspring is good. You need to troubleshoot the horn circuit itself. If you are not hearing the click of the relay, then you could have a problem with the horn switch.

The horn switch is the button you push to activate the horn. Be prepared, many of them are part of the air bag and cannot be bought separately.

When I took it to a mechanic he said he could hear the relay and diagnostics said it was clock spring but that didnt work. So I don't know nothing about horn circuit and how can I test it?

Sounds like you need a different mechanic. If you hear the relay clicking, the means everything is working and it probably just a bad horn.

Do you know anything about pins I need to hook up a pulse divider and need to know what pin it hooks to, guy doing it is spliciing wires with no idea afraid he is going to blow something, need to have it done by morning

I have no idea what a pulse divider is but you need to start a fresh question for that.
