ODB code saying catalyst system below threshold (bank 1) What does this meen

The exhaust is supposed to be switching rapidly from rich to lean multiple times per second and it is not. You need to find out if something is keeping the mixture too rich or too lean, or if the oxygen sensor is not reporting the correct readings. That is done through testing by your mechanic.
