On icy or wet roads car will feel like it is fishtailing

2007 Chevy Impala. Alignment done in March. took care of problem for a while. Now it is doing it again.

Replaced tires. Local Chevy dealer checked suspension. All OK. Said vehicle does not have ABS. I can't see the connection. I thought ABS only worked with braking.

That is correct. It sounds like they feel the problem is happening when you use the brakes. Was the alignment a 4 wheel alignment? Also, I believe you do have ABS. They were standard on an 07.

The alignment was a 4 wheel alignment. It was fine after the alignment and then my wife noticed again with wet roads. The rear tires were worn badly. I replaced them. I told the dealer that I was not using brakes when I noticed it.
