I have a 2006 Nissan frontier 4.0 the A/C only works on level 1 when I turn it to level 2 the A/C light and clutch turn off. Do you think this is a mechanical issue or a faulty climate control switch? I have checked all fuses and relays freon level is good clutch cycle switch is good. All I can think of is the climate control panel isn't sending power to the compressor?

Sounds like the blower resistor has failed.

Even if the fan is still blowing? Is there a separate resistor for the cold air?

Fairly complex system of control. The first element is called the FAC front air control unit. This signals the BCM ECM and IPDM E/R all these elements must agree to let AC compressor run.
