2006 Ford Fusion Fueling

At the gas pump when putting gas in pump clicks off like tank is full but has only pumped a buck or so, so it takes awhile to fill the tank what causes this? Gas sounds like it is coming up the filler hose, and I checked the filler hose it goes from a larger hose to a smaller hose to the tank, it is as if the tank isnt breathing right.

It is not breathing at all. The vent valve for the evap system is stuck closed and must be replaced. Common failure

Problem solved pulled charcoal canister off rear of car and blew out with air hose plum full of dust
