The sending unit is nothing more than a rheostat (resister). It sends power to the body control module which then sends power to the gauge. You could have a bad sender, a wireing issue, an issue with the body control module or the gauge itself. Since you already replaced the sending unit, start checking wiring to make sure nothing appears damaged, corroded.
