No, it's not a fuse problem. If a fuse was blown the radio would be totally dead.
GM decided to stop allowing us to buy radio service manuals after 1994 because they wanted to lock up that repair business for themselves. That left you tied to the dealer and their two grossly overpriced repair centers. Too many people just bought high-quality aftermarket replacement radios instead. To combat that, the engineers cleverly designed the Body Computer into the radio so again, you're tied to the dealer for this repair.
