Coolant temp gauge constantly reads cold, yet heater works and coolant level is at proper level.

Considering buying this used car, Is this cause for concern?

The temp gage defaults to 89 degrees F, if a fault is detected with the coolant temp sensor or the ipc detects a loss of class 2 communication with pcm.

Are there any applicable trouble codes? It wouldnt be a deal breaker for me, but, id fix it or get it fixed. Its your decision.
