Engine will not rev

My friend has the vehicle listed above diesel. I've scanned it and has no fault codes, wont rev higher than 2,000 RPM's. Checked throttle pedal APP 1 APP 2 and APP 3 all working. EGR valve taken apart and cleaned. Wont rev and has lots of white smoke from exhaust.

Hello,

This sounds like you have a blown head gasket or the throttle bore needs to be cleaned or you got bad gas. Here are two guides to help us see what's going on:
