The heater runs hot as driving when I first turn it on, then goes to warm, and it will do the same cycle if I turn it off and turn it back on 2 mins later. At an idle it starts warm then goes to cold. My temp gauge also fluctuates between 195-215 as I am driving. Just changed thermostat, no change. Checked reservoir, shows it being to the full line.

The cooling system has to be bled. Your symptoms are tipical of air pockets in the cooling system. Take it to a shop and have them bleed it thoroughly.
