2005 kia spectra- driver front turn signal, flashes really fast. Is it a bulb or a fuse? If it's a fuse- which # in the fuse panel do I replace?

Flashing fast indicates a failed bulb, most likely on that specific side of vehicle. Check ALL bulbs, not just signal bulbs.
