What causes my van to surge when idling in gear

I noticed a couple months ago that when I am at a red light (my car is idling in gear) my engine will surge it never stalls out but it will surge some times a few times can you tell me what causes this. I spent $950.00dollars on belt replacements at kia and it did not help (they dont know anything there)

Thanks for the link. Im actually hoping its not my transmission.I had that redone 2 years ago. I do notice that when the air conditioning is on it does it alot more. Sounds to me like the fuel line or the fuel pump since the air conditioning would probably take more gas. What do you think and where should I go to have them look at these two possibilities? Sears?
