timing belt changed at dealer 28,000.

could noise be water pump?

Is the noise worse with ac on?

The noise is likely coming from one of the drive belts, not timing belt but the thing you have to determine is why. It could be just out of adjustment or there may be a problem with one of the components that it drives.
