Rear Defroster Honda Accord

Have a 05' honda accord V6. Rear deforster only works on one line passenger side 10 grids up from bottom and then only about 6". I have voltage on all grid lines of about 13 Volts both passenger and driver sides. The line that does heat up is about 7 volts. Can this be fixed if so how, or do I need to replace glass?

The grid has a break in it which is tough to see but I have seen where you can solider a small wire where the break is to fix it or you will need to replace the glass for about $250.00

Please let us know if you need anything else to get the problem fixed.
