Reduced power

Hello, I recently got a light with an arrow pointing downward in it and while that popped up, my car decelerated to 5 mph and couldn't go any faster, what is the problem?

Your'e vehicle has put its self in "Reduced Power Mode" due to a malfunction in the drive-by-wire system. Basically you don't have a throttle cable, but rather 2 sensors that communicate between them. When there is a failure they go into reduced power mode to keep the car from accelerating. Have it scanned for codes, that will let you know where the issue is
