Can my gas pedal be stuck?

When in park the rpm is rev'd up to 2. When in drive the car accelerates on its own up to 40-45mph. When I brake it still feels like someone is pushing on the gas.

I would have the cable checked for binding, throttle body checked for not closing and checked for vacuum leaks.
