2005 chrysler 300c How can I fix my bumper? Bolts came out and it's hanging low and scrubs the ground when going over bumps in the road.

If the mounting points are not damaged, you should be able to re fit the missing hard ware the bumper should lift up into place fairly easily, I am not sure of the actual bolts required as we only have mechanical info not body work here.
