My 2005 chevy classic keeps holding at 2rpm when I gets to 35mph and releases around 38mph why is this happening?

Im not sure what you are asking, re you talking about the tachometer needle in the instrument panel cluster sticking? If so suspect bad Instrument panel cluster, very common problem, would need to replaced or sent out for repair.
