I HAVE A TORN BOOT ON THE PASSENGER SIDE STEERING RACK. CAN I JUST REPLACE THE BOOT TO FIX OR IS THIS WORSE?

I have replaced the power steering fluid and it is just pumped out of this tear in the boot. I thought it was the pressure line but its not. Is this major? What could be going on under the boot. Thank you.

The boot is a dust boot, not a fluid boot. The fact it is leaking fluid indicates the rack must be replaced.
