I have a pontiac vibe that the heater blower motor is doing funny things on. It will run fine, then all of a sudden it runs real slow, then right back to running fine again. It does this non stop. Does it sound like the motor needs replaced or the resistor?

Check and test the blower switch and fan control module/resistor. Or direct battery power to the motor and see if it continues-

Does it do it on any particular speed setting like high? Or on all settings?

It does it all all settings. Wether high or low the speed varies up and down and sometimes the fan never comes on at all.

Have you checked the heater and resistor plugs for burning or melting? This may cause such a condition.
