First check the fuse. If it's good, you'll have to check all the wiring/connectors in the circuit controlling the gauges. (From fuse box to IP) If they're good, then the IP itself may be bad. Sometimes the circuit boards were defective coming from the factor, sometimes a resistor will blow. It's possible to repair them, but you'd be better off locating one at a junk yard and swapping it out.
