I am having trouble with my heating in the car

I am having trouble with my heating in the car. We are having a cold spell temp are -26 c, and my termostat is going up and down. My question to you is could it be the coolant or something more then that?

Check coolant level first and strength like how cold will it be good for first. Then check to see if both hoses are hot when engine warm. Sometimes a piece of cardboard n fron t of rad when that cold fixes that
