Has been reprogramed some 10 times

My kia 2004 ex optima has been reprogramed some 10 times over the years with both the transmitters and receiver replaced. Knowing the history of this situation I wonder if I can't just get the scanner that they plug into the dianostic connector under the hood and reprogram the keyless entry system myself?

I want to know if I can get the programing tool used to reprogram my 2004 kia optima ex instead of driving 70 miles and paying $45 to let kia dealer.
