My kia 2004 ex optima has been reprogramed some 10 times over the years with both the transmitters and receiver replaced... Knowing the history of this situation I wonder if I can't just get the scanner that they plug into the dianostic connector under the hood and reprogram the keyless entry system myself ?

I want to know if I can get the programing tool used to reprogram my 2004 kia optima ex instead of driving 70 miles and paying $45 to let kia dealer .

I'm sure you can if you have an extra $50,000 laying around. These are tools that most shops can't afford.
