I got a new starter for my 2004 v6 2.7 hyundai santa fe and its not working its making clicking sounds

So the starter is clicking but not working?Have you made sure the engine wasnt frozen up?Also do you have a multimeter?Have you had the battery tested and made sure the battery cables are clean and tight?
