04 accent - But will go in drive but when in drive will not exceed 20 mph and rpms are 5000 Car will engage in all gears when idle with brake pressed

Have it scanned for codes and check transmission fluid pressure, level, and condition. The fluid should be red or pink in color, with no brown tinge. And it should also not smell burned.

Could it be that the tranny needs serviced and new filter. Or could it be shift control solenoid I did notice the fluid wasn't pinkish red it was like dirty looking but fluid level is fine

Dirty looking fluid needs to be flushed. Changing the filter is also a good idea, but changing the filter won't change all of the fluid. It needs to be flushed.

If the trans fluid level is correct but dirty, that does not bode well.

Flushing is not going to help in this case. Most probably you need a new trans.
