Iam having problems understanding the head.

Hi, iam having problems understanding the head bolt torque specs, for the stratus. Iam confused with step 2 and 3 which says to torque the bolts to 55 foot pounds for step 2 and again for step 3 does this mean to add 55 foot pounds on 55 foot pounds.
