The timing belt broke and I got the head redone and now going back with it how do I set the timing marks if I cant turn the cam r crank because I we damage the valves

You can turn them both if you are VERY careful.

Turn them by hand and if you feel any sort of hard spot, stop and turn the other one slightly to get whatever is hitting out of the way, then go back to it. If you go back and forth with the crank and cam you will be able to get it where you want it. Just make sure nothing was making contact when you bolted the head on either.
