I have a 2004 dogde neon its a burning smell & it wont go pass 35 miles per hr what type of work do I need to get done to the car & how much will this cost

Check that the cat converter is not blocked or collapsed, often a leaking injector will cause a converter to fail and block the exhaust causing a lack of power problem.
