2003 Volvo XC70 Power Steering Pump Leak

The power steering pump is leaking, it looks like it might be coming from a port under the high pressure hose line. Is this some kind of high pressure relief port? What is the cause of this?

No relief valve can you take a Pic? Could it be the hose connection? Have a helper turn steering wheel lock to lock while you watch maybe can ID leak source

I replaced the '0' ring with a fresh one from Volvo. I think that it is holding because when I loosen the nut that hold the tube - it takes a little force to pull the tube out and when I do additional fluid comes gushing out like it is under pressure. It is strange but it sure looks like fluid is leading out between the tube and the nut. The car has 140,000 on it and no accidents.
Could the rack hydraulics have failed which is blocking the flow of the fluid and forcing it out the weakest connection? No fluid should be going around the '0' ring into the area by the nut, correct?
