2003 Volkswagen Jetta Car wont start

Car wont start something is running in the engine all the time which is killing the battery, and the temp light is on all the time, I hear like a little pump or fan on, I checked the coolant and it is a little low but not bad, I can't find any leaks what so every, Pls Help

You need to have someone actually look under the hood to see what is running. If it's a steady hum, it's typically a motor. The likely suspect is the radiator fan motor, but something is turning it on.

If it's a VR6, the electric after run water pump is staying on.
