Fan belt replacement help

vw golf 2003 petrol need to change fan belt in my car but to get the tensioner off i got to turn the bolt clockwise then lock it off.when i turn the bolt it just spins and the tensioner dont move.anybody got any ideas what could be causing this and how to get the belt off? the whole bolt is turning with the nut and not moving the tensioner

The picture below shows the 2.0L engine, as you didn't specify which one your Golf has.

The wrench goes on the top of the tensioner as pictured. I believe you are trying to loosen the tensioner mounting bolt.

I believe both have the same set up.
