After cleaning throttle body idle is erratic and too high. I have a 2003 Celica GTS. It has a idle speed motor controled by a sensor on the gas pedal. There are no fault codes. With key on and engine off throttle motot hums and I can manually close throttle but seams like spring tension holding it open. Maybe motor is weak or position sensor bad?

That can be monitored by a scan tool. Either the throttle body or pedal sensor are very expensive parts.

Get it checked by a shop.

Never clean the throttle body as the manufacturer never recommends this operation as it can cause damage to the unit

Check that the vacuum lines to the idle air control (IAC) valve are connected and don't have any holes or cracks in them.

Also, if you took the IAC off during the cleaning, check the IAC gasket for leaks. Sometime they will break or for whatever reason not seal properly, causing them to allow addition air to enter causing higher than normal idle speed.
