Oil In Throttle Body?

So I recently had car failure on my Saab. To find out, I need to replace my turbo, because it is ruined. I am also shooting 2 engine codes. (1251, and 1261), which I have no Idea what they are. When I tried to start my car, it wasn't idleing right so I started to take my throttle body apart and I found oil in it. Could these problems all be coming from my turbo, and it getting a new turbo and replacing my throttle body going to fix it?

One means the throttle I sbinding and theother means it'snot closing all the way. They may go away if you clean it with choke cleaner on both sides and get the turbo fixed so it doesn't put more oil through there. There will be some gunk there due to engine oil vapr from valve cover.
