Dose it run hot if not disconnect fan connection at the radiator. Trouble is in the temperature sensor or wire connection

It does not run hot. So how is this problem fixed? Is it costly or a simple fix. If I disconnect the fan at the radiator and this doesn't handle the problem what would be my next step. Thanks for the reply.
