Hyundai Revs to 3500 RPM

With my car in park, just slightly stepping on the throttle, the RPMs rev to 3500. The only way to get it down is to unplug the idle air control. The car has an automatic transmission but I can switch to electronic manual shift and it only revs when in full automatic position. When I put it in manual mode it does not rev up. I have replaced the TPS, Idla Air Control and Mass air flow sensor. No engine codes show up. Engine also intermittently surges when in idle. I also checked for vacuum leaks by spraying carb cleaner and found none.

Symptoms indicates a possible fault with the ECM due to controls or signal readings.

There was a TSB on ECM reprogramming for hesitation with engine rpms at 3000 (+/- 500 rpm). I would sugggest giving it a try.
