How to relearn idle for Honda Civic 2003?

Idle is rough at start up and sometimes stalls while engine is vibrating then idle will go very very low like it will gonna die then back up to normal speed, there's one time while backing up my car did it again and died, if I am going to start its so easy, before my OBD2 keeps flashing the EV when I took off the hose go into intake manifold from air filter housing wen I scanned it everything is fine, right now if I'm goin to rev. It only reach 5000 RPM and evrytime I start the fan I hear a hissing sound from the air outlet inside my car. Sorry my prob is so complicated but please just give me an idea thanks, Cuz it's so expensive if I will take to a shop that's why I'm just learning how to fix my car from different sites in the Internet.

"Only reach 5000 RPM? Sounds like you're pushing your poor car into more than it can handle.

Why do you need to know about relearn? What have you replaced and why?

Wat I mean for 5000 RPM is car is parked then rev it slowly when arrow reaches 5 car will gonna stall up and down by number 5, I changed coolant transmission fluid engine oil but not at same time like a month gap.

Because I cleaned my injector before now my car idles rough sometimes I changed my spark plug too and I'm sure I did it right.

5000 is probably where the speed limiter kicks in.
Have it scanned for both soft and hard codes.

If the MIL is indicating, the rev limiter would change the limit of engine max rpm when revving in neutral. It can range from 2 to 5 k rpm.

Computer would self relearn when you drive it but if there are faults, you need to resolve the problem before the computer can relarn correctly.

What trouble codes are you getting?

Before its not like that I guess wen I try to revive it in neutral not sure but I think it will go to the red zone. Before I'm getting P0113 code wen I tried cleaning the throttle body it goes away its just the letter EV was flashing and the yellow light in my scanner. When I tried to disconnect the bypass hose on top then I start my car after like 5 mins shut it off reconnect the hose start again then my idle is now like good when I scanned it everything is fyn according to my scanner. Now there is hissing sound from my vent everytime I turn on my car is that related to the throttle or air intake too?

According to our database, your vehicle should be equipped with throttle cables therefore there should not be any hissing noise when ignition is turned on, unless it is the fuel pump working too loudly.

If the hising noise is only when engine is started, either you have a vacuum leakage at the air hose or you have an after market air filter.

What bypass hoses did you disconnect, air or coolant?

So presently you do not have any trouble codes, did you erase them preciously?

You mentioned the wordings "EV" flashing, I am not sure what you are refering to.
