The 4WD the front wheels won't turn in 4WD

The 4wd the front wheels won't turn in 4wd. The transfer case motor is clicking but when I jack the car up in the air an engage the 4wd I hear grinding noise and vibration from both cv axles and I change the 4wd actuator thinking it was engaging the cv joint properly but that did not help with the grinding noise or make the front wheels turn.

Check to see if your front axle actuator is engaging fully pic enclosed.
